A Retailer Checklist
The rules and regulations for cannabis retailers
vary by state. But because of its market size and
early legal adopter status, Colorado is paving the
way in many regards. Here are some of the key
guidelines for operators in the state:

Licenses, background checks and inspections. Dispensaries and stores are only licensed for the sale of cannabis products,
including edibles. Cannabis retailers cannot
sell food, beverages or liquor. All employees
must undergo a background check before
being hired. In addition, dispensaries must
also be a certain distance from school zones,
typically 1,000-1,500 feet (depending on location)
and are subject to periodic state licensing authority
inspections.
Purchase limits. A patient approved for medical cannabis use can purchase up to two ounces per transaction. On the recreational side, in-state residents can
purchase up to one ounce and out-of-state users are
restricted to a quarter ounce or its equivalent in edibles or concentrate. Varying purchase limits are often
difficult to enforce, and sometimes lead to a "revolving door" atmosphere or "shop hopping," where outof-state guests return numerous times or visit various
stores to secure product. Colorado is considering legislation that would provide for "consumption areas"
for the tourism industry.
